accommodate e.g. the League of Nations Civilian relief
personnel and material and such passengers as might
still keep business going provided that it would not
force a port and railway strike, which would have to
be avoided at all cost.
Perhaps we could have an early talk about it
with a view to recommending what the Hong Kong
Government should do in the emergency which is foreseen.
